Malware, if Leto is not talking you probably downloaded the wrong file and now someone's been mining on your device
There used to be a freeroam between Rose and the duke in which they would have sex while still mostly clothed at the peacekeeper tower down by the docks. It was semi-public and in Rose's peasant persona which made it taboo in location and a violation of her time being "free" of her responsibilities. It went away during quest #25.

All jokes aside, Leto is a mostly silent protagonist. He will occasionally speak through dialogue choices that you pick, but for the most part he will remain silent.

A question, have you played the other chapters of the Henteria saga HC1 and HC2?
I mean because I don't understand your question or the clarification of the protagonist's silence in the story

There was nothing ambiguous about my post. I did not ask a question, so quoting me and saying "I don't understand your question" makes no sense, and I was as clear as possible with my statement about whether not Leto speaks.
..... how do you get to that one? Never even knew you could go there so definitely not seen the scene. I'll go back to an old save, anything for new HC content
It's seen by heading to the docks and heading towards the southern peacekeeper tower on a Soldath morning. You'll see two of the duke's mercs blocking entry with a heart over their heads. Talk to them and you'll cut to a scene of Rose in her civilian clothes with her pants down to her knees being fucked doggy style by the duke. It shows up after completing MQ17 and goes away upon completing objective 4 and comes back after completion objective 11 of MQ21, it then disappears "indefinitely" after completion of objective 7 of MQ25.
