In theory, the update was supposed to be planned to be released at the beginning of the month (most likely between the 1st and the 15th).
But as you say, based on the PoL, the comments and that he has yet to do the survey on the extra scene (if he does) I'm betting the update will arrive by Dec. 20 at the latest
Yeah, which is why I don't think a double update is a good idea. Honestly, I was against the beach update altogether on the off chance that he focuses on Lily and Haylen after it. A fairly carefree section of the game where the girls just fuck a bunch while Leto awkwardly and unknowingly hangs around is great and all, but it delays progression of the main plot. I'm wary of it stretching across two updates because it means that switching to Lily and Haylen next could mean we're looking at a pretty significant delay in the main story progressing. I hate to say it but I kind of hope N_Taii views Lily and Haylen's side stories as largely finished.Yikes. I can only hope that's the result of a decision to not split the beach quest into two separate updates, because the thought of the story lingering there until like early-to-mid February at the earliest is... daunting.

Absolutely no way that is happening, the 20th is barely more than 2 weeks from now and N_Taii is still on the second scene of Update17, he needs write and make the remaining story segments, make 2 entire new scenes, add more freeroam-like scenes for Haylen and Lily and then on top of all that he needs to make the extra scene as well. The Update's gonna be released either in-between Christmas and New Year's, or sometime in early January, the sooner you accept it the better.
Just wanna say that the main plot is still going to progress. I know I said it was going to be an "empty/filler update" story-wise, but there'll still be a few elements that are going to be pretty important to the main story.

My personal favorite NTR antagonist is the biggest unrepentent POS as possible. So I really enjoyed the Jazon x Native girl stuff in this update. But the only real antagonist so far that has zero morals and is a complete pos scum back is the tavern owner, so I can only hope he somehow steals all the girls by the end, lol. Solid update though.

Anything less than 2 more Updates for each of the sidegirls (maybe even 3 for Lily) would just ruin their entire stories in my eyes. I keep going back and forth when it comes to the conclusion of HC3 because on one hand i really wanna see both HC4, and that smaller game that N_Taii told us about that he wanted to make after this game is done, but on the other hand i really don't want HC3 to end prematurely.
I get that a slow and gradual build-up for corruption is necessary and is borderline the most important thing in these type of games, but there also needs to be an adequate payoff to that build-up. The first and biggest payoff in the corruption is when the girls lose their virginities or, like in Haylen's case, simply have sex for the first time, but that's not just a payoff, it's a turning point as well, the moment they start having sex is when the first build-up with the groping, secret handjobs and teasing ends, and the second one that is much more fast paced than the previous one begins, and even though seeing the girls slowly fall for the bad guys is enjoyable in itself, you cannot tell me that a large, and i mean LARGE, number of people aren't here because they want to see the girls when they're completely gone and they're full blown sex addicts (not talking about the public sluts stuff, just 1on1 with their partners and choosing sex over Leto whenever they can).
It was present in both HC1 and HC2, at least for a short amount of time before the endings started rolling in, but that's because the corruption was infinitely much faster than what it is in HC3 and because there was less focus on the side characters, Sloana or whatever her name was, the blonde woman who was fucking her future father-in-law, started her corruption with a blowjob and was already having sex with the guy and was calling him 'daddy' by the time we got to her 3rd quest, meanwhile we have Lily over here, who's got like 5 or 6 quests already and she still hates Nezar, AND she's got 1 sex scene altogether (Inside the mirror world obviously doesn't count). If you're gonna stretch out the build-up this much then you NEED to tailor later part of the corruption accordingly, 5 quests of touching and sucking and spanking just to get 2 quests worth of sex scenes sounds fucking criminal, even for Haylen who's much further and has a decent amount of sex scenes already, i just cannot see how her remaining story and corruption could be wrapped up in ONE quest without it feeling lackluster.
This is a pretty fucked up...something, can't even find the words to describe it, but i feel like this is what i want, or rather expect, from Lily and Haylen's storylines, and i guess you could argue that after the "Second to last SideQuest" the girls are ready for the endings, but to that my answer is...pound sand and eat dirt, i want an Update where Haylen is obsessed with Jazon and all she can think about how she can get rid of Leto so that she can have sex (plus freeroams of similar nature), that is the payoff that i've been looking forward to since August 2022.

one thing i would really hate, is if in the happy ending they gave to the king a happy ending, shit he has proven to be by far the worst character in the entire story, bad father, bad king, and bad husband, because shit even though what he's looking for is to save his wife's life, to take her away from her daughter without even giving her the right to choose, being able to tell her the truth about the towers and look for a better solution with the woman he claims to love, we can say that rose's character inherited the kindness and good heart of her mother, and the stupidity of her father, shit girl an ugly bastard typical of the netorare arrives and tells you that the only solution to your problems is for you to fuck with him, you decide to play along, instead of talking to your boyfriend or your close friends if it weighs too much on you to hurt him with the truth and look for a better solution. if the "magnanimous" and "kind" queen Justine forgives him just like she forgave him in the flash back it would be total shit.
I can just imagine Queen Justine dealing with Leto and Rose on the way to the happy ending to fix their relationship telling Leto "Look Leto, my husband also fucked other women, but look how happy we are after all this time, what does it matter if my daughter fucked my childhood friend who wanted to fuck me, but he fucked her instead of me, or if she went out fucking all over the place with other guys, her father did it with other women, if I could forgive him, why can't you forgive my daughter?" XD

I will never not be of the belief that HC3 needs to have an ending where the duke takes all of Leto's women for himself.

It's a realistic endgame scenario. The duke is by far the greediest and most selfish character in the game, it wouldn't make sense for him not to try and consolidate the women into his harem by the end. A fully in charge duke should eliminate all threats to his reign and take the resources of those threats as his own.
I completely agree with you—zero morality, purely animal instincts. The Tavern Owner is the best antagonist in terms of NTR and the overall plot. At the start of the game, I was hoping the author would give the Tavern Owner more lines and actions in the story... But alas, the game is increasingly resembling the plot of HC2.

I do not understand this mindset. The fact that the tavern owner is a giant piece of shit doesn't mean he's a good antagonist. So far the most NTR thing he's done is grope Rose before immediately getting told off by Lily in a free roam. He's small potatoes and it's good that he remains that way as he stands as a good reminder that Nosra is a shitty world no matter what your position is in life.
