Yes but at what point do I promote one of them? Does the missing content warning go away if I have seen everything?

You have to call them in your office after talking to Jack. Use the "call-in" option.
For me, I would recommend reaching their stats to the highest, such as 100 relationship on both just to be sure. Then promote them when you're ready. You won't miss out on any scenes, since most scenes are standalone. Meaning they do not require a certain or another event to be activated. I recommend calling both of them. If you want Grace (which I recommend because she has a hella ton of content and her story and character is actually great) Call grace and promise her the promotion which will give u the scene. Don't call Izumi yet. After the event of celebrating her promotion by going with both izumi and grace to the restaurant, talk to izumi the next day. Call her in your office and you will get the event which she asks you out for dinner (i think this is a bug, but better make the most of it) agree, and during dinner when she asks for the position, say no. In this way, you get grace, and izumi wont be pissed at you. It's a win win situation.
Regarding the missing content, as I said, I think that's a bug. I recommend try downloading again and reinstalling the game to see if it will fix that. And no, I don't and never experienced that "missing content" warning. Usually they're fixed by reinstalling.
For Izumi, there are actually sex scenes. Only if you choose to promote her. After you do, ask her out on friday on a date. This will lead you to her house at the end of the date and the sex scene. In your office, instead of Grace, it will be Izumi that you'll have sex with. You can do this repeatedly. This will also unlock her house on the map. You can also do scenes there anytime just like Grace'.
It's alright, I don't mind. The more people ask, the more they'll eventually learn information.
