Well, maybe. It can be a dramatic effect. But there are some strange things... First, for one who knows a lot about the stalker and all the Lloyds' case, he doesn't seem to eager to listen to David. I mean, he's only interested when he heard about Charlotte. And if he's working for Wolff and crew, it makes sense... Zak, with is plan is fucking the plan of Wolff and crew...
But just before that, when David speak about Emma being hurt or crying, Carter is like "hey, go tell that to the Principal, kiddo". A bit wierd, knowing Emma is threatened and recieves messages for bullies. He could told David to speak to the bodyguard instead...
On the other hand, several episodes before, he told Charlotte it was important she kept MC by her side. Would be strange for someone who would work for the guys who want her to be alone and get her out of the game. Maybe he knows, being a cop, the real threat. Or maybe he want the MC here to fall with Charlotte because he have a grudge on him.
So, it can be a dramatic effect and in the next update, Carter will told things to MC, and all. But for now, it sounds very surprising he didn't react much when David spoke about Emma being bullied.
For now it's legitimately fishy. We'll see.
