Yes, I know all that. My initial post was meant to be sort of an opinion piece voicing some constructive criticism. Maybe it did not come across as such. And that I don't expect the developer to act on it right away or even at all should have been clear from my post's last paragraph.The rain is a complex mechanism, which affects other areas of the game.
It therefore makes sense to see its current phase as a concept foundation which has entered live testing.
Unavoidable for complex things.

As it matures other things are likely to be build into or be triggered by it, which is to say, it could also become a content trigger mechanism at some imaginary future point.
But as the Patreon and Development news make clear, the game is focused elsewhere right now.

In the end it was worth pointing out those things. My first point was considered to be valid by Darkhound and will get changed in the next release. And maybe, one day, in my entirely personal opinion, I will come to perceive rain as a positive element in the game - or I won't. Either way, I will keep on loving and playing Holiday Island

Because you could equally consider such a story element to be too unfinished and therefore not ready for implementation in the code base at this point in time.
