I guess this is a loading issue because of possibly bad game location.
Do you have your game on top of a drive - e.g. D:/HS2 ?
Another reason could be you extracted with WINRar - this ignore some files. Use 7-Zip.

Strongly recommended is 7-Zip to extract.
And yes - that´s whole the base game + a lot of mods, clothes and character cards for the game.

Update makes no sense cuz your old one is too outdated, it won´t run properly. Also you´re missing all mods added since then.
