Yes, it is true in usual situation, but some authors replace the auto-generated image with their own image, then things get a little more complicated. And then there are Trolls, then you might have something other than a game card file ->

If it's a pre-made map you're stuck with it. If you make the maps your self with a LOT of work you can export the textures for each item and retexture/upscale them yourself but that only goes so far. In the end it's illusion we're talking about they put very little effort into most of their games. Some maps by modders are leagues above others though, you just need to look around.
The next gen shaders are going to have like no effect on anything aside from characters and maybe clothing. It has nothing to do with how the game's graphics on a whole are rendered. There should already be a list of particle effects in the add section. This is only studioneo mind you, they didn't make it to be some ultimate animation software. If your looking for all of those options you're probably better off diving into blender or maya.
