I'm guessing this is why [Unity] content creators have to pay a 0.20$ fee for every project they make and for every download they get. They should stop pumping out one-note puzzles.

Unity backpedaled hard on that policy when they saw the righteously angry response it was getting, so it never had a chance to be implemented. Lots of developers jumped ship, apparently mostly to Unreal or Godot - the company may never recover from this controversy. I wouldn't trust them either anymore unless the CEO or whoever attempted this daylight robbery gets fired, but nobody ever ended up having to pay the per-download fee as you imply.
