0.19.2 is on steam which has cutscenes for Vikie, Frank and Katherine. There is also a generic cutscene which you can trigger with the console but I don't know if the normal playing triggers it.

The version on f95 right now is 19.1 and the version on steam_beta is 19.2
changelog says both rachael's and vickie's finale were added, and seeing as vickie's cutscene works in the steam build, you would assume rachael's would too
Yeah, i know what you mean, as it kind of confused me too. But the vickie finale was actually kind of "stealth-added" to 19.2 when it launched, they just didn't mention it in the release notes. There's a console command to list all the current cutscenes in that build of the game, and the vickie one (or atleast a beta version of it?) were always in 19.2
