Bruh, looks like we all have to wait for the next update with bug fixes, since everyone has reported the same issue.

I'm getting this bug where there are a bunch of quests that seem to start right at the beginning, and they are all bugged out. While I'm still watching the intro (my dude is leaving his house to join the party) I get dialogues like "Doja cat has left the premises" by the bald dude, and "What are you guys doing in there?!" by Maddison. These dialogues end with me having a bunch of opportunities/quests locked out. Is there anything I can do to fix this?

Clear savegame, wipe the folder in %AppData% and start fresh. It's all you can do.

just open console and do something like "Patrick walkto artroom"
well I tried a new playthrough just grabbed the broom and took the silver briefcase but I can't do anything with it, I can't figure out how could I place it in the hot tub, I can only inspect it or "use with"
someone said he changed the monitor resolution to 1280x720. Mine didn't work either before doing so but I'm running it on 1920x1080 now. Couldn't run it at 3440x1440 before.

You have to keep it open. There are a few ways.
Describe how I got to the new dlc.
1. New game
2. Get the broom
3. Get the crate by using the broom
4. Here I used the codes to get the thermos and made a friendship
5. Ask Frank to open the crate
6. Talk to Racheal
7. Give her the thermos
8. Use the tablet to invite Vickie
9. Talk to Vickie
10. Go to the bathroom upstairs and knock 11. Go to Vickie, talk to her and go back to the bathroom upstairs
12. Wait until the dialogue is over and the door is open open the
13. Hit to Patrick
14. Go to the Jacuzzi
15. Use with the Box
16. Enter the Jacuzzi and talk to the Box 17. Start a new DLC.

No but typically in the past when such an issue occurs, it's often an older savegame conflicting with newer calls in the game functionality. Outdated save entries are kinda known to cause issues. Especially if the developer likes to change console calls etc.
And in House Party? Well, Eek! likes to change their console command calls a LOT.
you dont have to break open the case or increase rachael like with the thermos, so you can leave out step 4, 5, 6, 7
