I played this a long time ago on the playstation 1 and I don't remember that there was a city building system.I really find the games of this developer not bad because they are real porn games. You finally have to do something to unlock the content and not just click anywhere or just increase the characters' points.
This game feels like a survival game mixed with digimon world's city-building system (with less grind) and a walking dead porn parody.
For NPC stat points, I'm sorry to tell you that this will be added in the new quests. For now, I'm adding content for NPCs who won't be using this system. The zombie girls and Jeanne (although I may modify Jeanne). For other NPCs, you'll earn Love points by doing the quests (and I might add a Love point when you give a gift she likes). The content will be unlocked according to the quests you have done and Love's points so you will have to do both.

The girl living next door has workshop, the same girl who make armor.... was mechanic i believe..
The store is very close to the base. Look in the regions that are next door
The fishing rod is made in the workshop by Kate. The fishing rod is used to obtain fish which increases food by 1 and morale by 1 when placed in the kitchen reserve.
