and you're not locked out, but you gotta quit the job before applying for a new one. The only one that locks you in permanently is prostitution, since Triads don't really let people out

Once you've met him in school, you'll be able to meet him during the day at the park, which will start his quest
You can only meet him through Tiffany (don't worry, he'll be meetable later as a normal person)
