You mean every video ever? If a video has sound and you're not able to hear it, the video player may be bugged, the video player is functioning weirdly when processing the audio codec, or there's some weird shit going on with the animator and they happened to say the video had audio and they released a video without.

My point is, webms CAN have sound, but they can also be made leaving out the audio stream. Audio is not a strict necessity for a file of that type to exist. I remember 4chan allowing only webms without sound, for instance. I wasn't covering the situation of the person's webm having sound but not hearing it.
