24 is classic cinema, 25 is PAL (old Europe TV). NTSC was 29.97 (old US TV). 27 - no idea. Maybe some sort of variable frame rate to save render time????

Come close is crazy. Maybe be a tier below him; come close? Nah. Unfortunately, none of the mainstream artists come close. There was a kink artist a year, maybe less ago, that I'd rate higher than HydraFXX, but unfortunately they do a kink that's just insane to me and I have no clue if they maintained the tier above, if Hydra closed the gap, or if Hydra has surpassed them...Shame the skill that goes into those animations.
I need you make the affirmative statement "Zipling, Cumkey, and Dezmall are better than HydraFXX in animation quality by just being longer." Because the bit about voice acting is crazy since he can have any VA he wants in his animations, and he does.
