Have you talk to Zara ?

If u are stuck in chapter 4, go to the bar, then to the only door u can enter, then talk to Zara (right to the event guys on the screen shot)

mdg555 Check the requirements for increasing it - they have a progress requirement in the form of reaching a specific chapter, or, for example, Exposure requires a specific event....which, to be fair, is still a "minimum chapter requirement" because the event is inaccessible until you progress far enough, anyway.
