To have her in Honey Select 2, it essentially takes a painstaking process of creating every possible animated instance of her face. Her emotion, speech, even how she coos when v-boning. Also the way her lashes blink, or the way her teeth open (and whether her tongue is in the way when they do!) Notice below how her tongue is sticking out in one head, then eyes closed in another? That is just 2 of her 59 head anims.

With Vee, however, I think the only custom part added was her front hair part. That means with time, patience and a pinch of good luck, you too can achieve the same Western-style girl(or any ethnic heritage) for your game.
Just study faces and practice with the CM sliders until your hands know what to do before your brain does. If you can draw well, even better. That way, when you decide on a character, you can study them... their nose, eye spacing degree, jaw line, etc. Then go translate what you've learned using the Character maker tools to get her into your game.
