Ive had a bit of a breakthrough.
Thanks to the wonderful lads over atYou must be registered to see the linksand a bit of digging I was able to find a CE table that lets you enable the dev console in the game. Here's a step by step guide:
Step 1: Have the game installed and go grab the latest version ofYou must be registered to see the linksand install it
Step 2: Go get the cheat table from Cake-sanYou must be registered to see the links(scroll all the way to the bottom and grab version 7.2)
Step 3: With the game running open Win-Shipping_Automate___.CT You should be greeted with a window looking like this:

Step 4: in the upper left portion of the window click the computer screen with the magnifying glass. this should open up another window called Process List. Find and select IN HEAT and click open, it will ask if you want to keep the current address list/ code list, select yes.

Step 5: in the bottom section click the box to the left of Unreal Engine. this will open an window that is automated, just let it do its thing

Step 6: The bottom table should have populated with many options. find the option labeled Find UObject: ProcessEvent & StaticConstructObject_Internal and click the box to the left of it. let it do its thing it will generate some more options below it as seen.

Step 7: Right underneath Find UObject: ProcessEvent & StaticConstructObject_Internal you should see Construct Console select it and go to your game window.
now if you press the `/ ~ key (the one above tab and below esc) you should see a console on the bottom part of the screen. if you press the hotkey again it should bring up a larger console that populates most of your screen. From here you can do whatever you want. some commands you can use are fov (put desired fov here, Example: fov 100) or enabledebugcamera which will allow you to fly around the map using the WASD and mouse.

Using the debug camera I tried it out with Poppi, backing away from the focus, and there was nothing there. I'd imagine it would be the same result with the other girls.
Personally, you're better off using the debug camera just to look at extra goodies like the posters or anything out of sight for the player to see. If you still want to use it, you can follow either Coinface's guide with cheat engine or using the Unreal Unreal Unlocker

So what I meant before was that in-game, when trying to cheat to look at the models when they catch you, there isn't any player model at all for us to see. It's literally hidden from the player for the dev's convenience since they knew you could never see it unless you cheated. It's just regular game development stuff (and to save on resources of course)then what is this picture from the page 1 and in the bed?

Those scenes are for the gallery, and even then those are videos, not actual scenes using the engine. The one on the picture, I presume, is a mock-up/earlier version of the real thing inside the game.
