There are several countries where laws are pretty grotesque, even in the US it would be technically illegal.
Because display of explicit sexual acts is considered inherently obscene in any society where people wear clothes, shut the door when pooping, and only privately have sex in secluded areas.
So no, it doesn't only affect dictatorships with religious or other moral backgrounds.
In fact, the law seems relatively mild in Saudi-Arabia, where confiscation and a monetary fine seems to be the maximum punishment.
While people in Iceland go to jail for up to 10 years.
