Well it was obvious from the very beginning, that Fallen was always in it for the money, hence the massive investment in DRM from the get-go. It does not surprise me the slightest, that he does the Patreon dev douchebag thing and starts up several new projects instead of completing the on-going ones first.
The reason is quite simple; by not finishing, he keeps most the audience that has invested in IWH already. His new game Lustful Wife Aiko is apparently an NTR game, not NTS like IWH. He knows this will likely not be received very well by a lot of IWH fans but it will open his audience share to new potential NTR fans and by keeping IWH on the backburner, he gives the IWH fans incentive to not stop supporting because the game is still on-going.
It's all very cunning and shady business practice and he would likely deny knowing all this but he does for sure because he could have easily finished up IWH first, seeing as the main game is like 90% finished. But by doing that, he knows a lot of NTS IWH fans would unsubscribe afterwards because they are not interested in the NTR game.
If only the dumbass supporters would understand this and put away their sunk-cost fallacy for a moment so they can unsub at least until he starts working on IWH again, that would help immensely. This is a person who follows the money and by giving him money even when he is focusing on stuff you don't enjoy, he will keep doing it.
