ok looks like the address is on the black list of my internet provider so even if i wanted accept risk I am not able to do it

First, you should avoid using your ISP's DNS. There are many free alternatives, such as Google's DNS. Others, such as Cloudflare and Quad9, offer better privacy and also provide secure DNS (DNS over TLS or HTTPS), so your ISP can't see anything.
