I get what you mean, but people who pay for games like these know they're not buying a finished product from Bethesda or whatever. I know! finish is a big word because there are always updates and plug-ins coming after.
For now, they go fishing. They're gathering what current contributors would like to see in this new game, and they'll probably go forward with those informations. They are clearly taking the whole NTR stand from the Japanese porn movies. Female protagonist that gets fucked by everyone against her will behind her boyfriends/husbands back, and then she eventually falls for the "bad guys" who rape and exploit her. This game is so filled with Japanese NTR porn movie clichés, it's clear that the writer of the game is taking notes and ideas from the Japanese NTR porn movies.
I mean you are aware that 'remake' doesn't mean that they make the exact same game just with better graphics right? And they have already finished multiple games, and are going to finish this one too, so that argument doesn't really work that they "don't finish their games".
I dont know about that, it's cheating for sure, but to be NTR it means it would be centered about causing jealousy and exposed cheating. I'm not saying you are entirely wrong or it don't happen which it does, just saying it's not central to the game.
I only know that this game has exactly similar scenes and set ups as in those Japanese NTR porn movies. I'd guess they also follow this definition for NTR with the NTR games:
