Well, it's purely conjecture, but given that he seemingly does not like the main suspect behind all of this, I'd more likely put him in the latter camp where he allows her to do her shit and puts up with her because he gains something from it.

Jade is the stereotypical physically futanari in-universe. I meant her build in general even when I had to replay close to the beginning of the game unless it was a mistake you see Jade is barely taller than Maria so that's at least one person that's not a futa that is comparable in height so it's not impossible for a woman to have a build like a futanari.
