So I gather there's no tag that means "looks under 18 regardless of the stated character's age". Maybe "underage" would be a good one. Almost every game mentions the "all characters are over 18" phrase, because it's the most important classification to adhere to, but we don't even have a tag to denote that. Seems like an oversight.
I guess it's also complicated by what does "looks 16" vs "looks 18" mean? Any two different people may disagree.
Yes, complicated. That is why even laws use loose language like "appears to be" and "underdeveloped" versus chronological age (e.g. when to card a consumer of alcohol or tobacco). Many games and other media, and most businesses that rely on sexual, youthful appearances play with that ambiguity between appearance and chronological age (e.g. all the "teen" porn).
Rule 7 determinations on this site rely on gross appearance of underdeveloped characters. It is nearly impossible to tell the age of a character in a two-dimensional story. Instead, they make a guess based on the extreme appearance of child-like versus adult-like. Subjective but "most" people would on the decisions made here.
At the risk of reigniting an ignorant argument on this thread, the dev uses this discrepancy to her advantage (and there is nothing wrong with that). Chronologically and mathematically, it is possible to determine the rough age of the characters. However, their appearance remains the same. So, perhaps they are under 18, but their appearance is the same as when they are over the age of 18. Just a thought.
I live in Australia, and potentially if a court found that an image that I possessed was of what they determine to be a 16 yo girl, even though I may disagree and consider the image to be of an 18 yo ... well, the penalties are severe. You would be considered a pedo (which I would have thought only reasonably applies to Rule 7 images). Nonetheless, potentially you could find yourself in prison, which for a ** violator in Australia can be a death sentence. I personally consider this a little extreme for the crime of looking at some pixels, but I'm not the one in charge.

Very few (none perhaps) games on this site freely admit that they picture girls younger than 18 having sex, even in those cases where the girls look... uhhh rather young, the girls go out of their way to assure you that they are 18 years old.
Happens in Intertwined too, the high school girls are clearly established as 18 year olds right away, and the college girls are a few years older.
There's a likely oversight in a flashback scene and it's with the boy, our MC, not the girls.
Extrapolating his age in the flashback leads to some weird place in terms of legality, it's not meant to tittilate and it feels like an honest mistake to me.
Nyx has already took to make nips and tucks in the story, i think this one can be solved with no huge fuzz too (things like the MC maybe being held back a year and being 19 now, shortening the Iris relationship to 1 year).

most likely none, on 1 game girls really look like 10-12 years old but didn't play it so dunno what's in game actually. mods saw that game as ok so haven't reported it again.

Personally I think that should be illegal... because outside in the real world it is. What's he trying to do... meet Chris Hansen? Yet the grim fact is that there are many games that cater to would-be or even actual pedos.

Man, I played on 11.2 release but I only got 3 of my runs in at the time(Val, Erwynn and Layla)
Just went through and did my Lexi run and it just amazes me at the different scenes you see and that Nyx put in the time to make them all. The beach scene on the Lexi path, All the potential Iris events, extra Val screen time. Love it!
