he is seen multiple times with her in the background, at the club, at the beach, even in the latest update she was with him in a blurry background render. So I'd say it's likely they are dating.

If he was dating that girl though and unavailable why would Zane/Mr Donovan say to him that Val is "off-limits" when they see each other at the beach? Rather than "Don't you have a girlfriend?" or rather assume that it doesn't go beyond admiring beauty, because he's in a relationship.
To me "off-limits" is something that you would say to someone who has a history of going after girls that he sees.
