There's two reasons possible. One being bad because the sheer amount of delays and the other being malicious.
1: Jacker is constantly trying to perfect the work. They constantly go over and over sometimes scrapping entire works due to chasing some kind of perfection. In coding its called feature creep, in this case I would call it idea creep. They ideas change and morph and start to bleed time from the project and the scope just explodes. Not having a set story or expectation that is somewhat sturdy from the jump is going to cause this issue. It shows lack of process, and too much malleability to your scope. Normally some of this is fine and you can have things delayed to make things better. But a 3 year delay with 7 or 8 different release dates further points towards just incompetence. You could be the greatest in the world at your craft, but constantly delaying and warping the expectations to your product will just always stump that brilliance from showing. Imagine if Einstein couldn't publish his theory of relativity because he was constantly triple, quadruple checking every single ounce of formula obsessively.
2: Jacker got lazy and the money got to their head allowing them to slack off. Don't need to say much on this. We see this time and time again with creators getting big then just riding the gust of fame with minimal effort. This obviously would be malicious but I'd say less likely honestly.
Could also be a mix of the two as well.
Isn't there a discussion thread made specifically to talk this kind of shit and keep clean the main thread?

he has really backed himself into a corner with all these delays, everyone is saying it is because he is always making improvements, but if it isn't what everyone is expecting then i think it will be all over for him, he has stopped doing monthly releases to concentrate on MW3 for over a year now, so if it sucks he is done, i reckon

I don't see how talking about the (once again) delay is off topic. It was more so made because people can't stop fighting about incest vs monster vs futa over and over and over. Unless you believe main threads should only be exclusively for glazing a developer/artist no matter what they do?

I think it depends on the Moderator....as what they are referring to is Rule 7 Regarding On Topic Thread:
"Avoid excessive discussion about development. Talking about developers is fine, but derailing the game discussion with multiple pages of the same arguments concerning development speed, delays, pricing, etc is not.."
It becomes a matter of opinion of what any said moderator considers "excessive." The problem though is inconsistent moderation due to the pure subjectivity and inherent self contradiction of the rule itself.
Think about it...if folks were having pages after pages about the development process and ideas of direction he should go is that now excessive? Talking about the developer is fine...but talking about specific aspects of the developer and or their decisions is not?
