The longer it takes to finish the game the higher the chances are it will be abandoned. No dev ever proofed to work on a game for ten years. But what has been proofed is that all devs run out of motivation in the long run.

I think the car shop guy might be the too obvious choice. Maybe I am thinking too complicated because GoT and the likes have messed with me but I think that stoper will not follow "obvious" suspects, if you also call them that.
