Just part 1 dude says it in the change log just the version number says a 1.0 which for most games is the complete game version which should actually be 0.1 in this case.

Episode 1 part 2 is still on the way. City of Sin became all encompassing on both PC's at the end of the year before it released. Things have picked back up on both projects though.
