You have to do the desperatehousewife quest and then talk to baba in the ship about willy and then that should trigger it but u need all the dragon balls and to strat it all to use the time machine after that it's straight forward

That option was for resurrection of Willy or his wife when you had killed them.
But item handling funtion is omitted in v1.13 and killing has been impossible now, so that option doesn't work anymore.
In the first place, the wish you can ask Shenron is only one. The creator misunderstands Shenron as Porunga in Namek.

That might be resolved by that you go to Willy's home and hear his telepohne with playing Chi-Chi, otherwise it's bug and you just give up.
That stuck has been reported many many times.
