Because there is no update, the artist who he stole all their art from got wise and started watermarking their work so he could use it anymore that's why he has gone full on Willie and not gone back to Roshi + Oolong content. That's why he has got a "new project" in mind.

Wait, so what's the story? He stole art? I thought a lot of it was made for the game though. Does he do some of the art with the Willy sections or something? I'm confused.

Majority of the game's art was done by another artist who had a falling out with NT that's why he has "revamped" so much of the game. If you remember the Tournament quest had all different levels and pictures throughout it now it's just a few pics and the last day this is one such example. You can see the quality/style of the both NT and the other artists.
