That's a discouragement if anything, since Japanese have shit taste. From the synopsis it sounds like a typical, formulaic, pretentious Japanese nakige bullshit, and you know exactly what it entails. Once you've played one game like that, you've played all of them. Sadpanda has an HCG gallery, and that's the only worth this game has.

I'm pretty sure rule 7 is meant to forbid child pornography. Meaning that if they look like a loli and are actually a child the forum is banned. The loli tag exists for games with petite young looking characters that are actually of age. Japan is tricky though because the age of consent varies from 18+ to 16+ in some regions, so high schoolers are kind of permitted.
Edit: Rule 7 prohibits the showing of sexual acts acted on prepubesant (no sign of undergoing puberty) minors. Petite women who are underdeveloped despite being of age or having gone through puberty are permitted.
