I'd be surprised if they worked together. They are sisters, but that seems to be all they have in common. Maybe it's enough? Seems unlikely to me, but we don't have a lot of information on their relationship so who knows.
They also have very different personalities (to put it mildly). Kiyomi is a killer, but she has a code of honour and doesn't like to torture slaves for her own pleasure, while Katsumi, as we know, is a sadist, close to Juliette. So it would be a rather odd union of two opposites.
But you're right, we don't know what their relationship is really like.

She is honorable because she is true to herself and true to her word. She never says anything about not being a sadist. You might disagree that is enough to call her honorable, but in KG they seemingly don't.
