That's nice man. With all the money you have to put into phones nowadays, people can more than afford a pc. PCs no matter where you live are the most affordable they have ever been. There are websites to help you build one and choose parts and will help you with pricing. There's also affordable gaming pcs that are pre-built that are decent.
Point also still stands. The game is meant to play and is compatible with PC, that's how it's advertised. A lot of things can run on many different things, doesn't mean they should and will work 100% properly, hence the jank.
If people can spend anywhere from $200-400 for a phone, and then not have spent that money on a computer for that price or maybe a tiny bit higher (not top of the line, decent), sorry no empathy (people also do this with consoles). If this was 2008, maybe even 2010, sure, computers were pretty pricey then and a bit after as well. As the years went by and the older stuff became outdated to the newer stuff, it got a lot more affordable to buy the middle range stuff compared to the top of the line stuff, especially with advancements in technology making the previous new stuff things you could find everywhere.
Example: How we went from 480p to 720p to then 1080p, and then 4k TV's now, they all became more common and more affordable because of that.
Also owning any of these commodities are just that commodities. They're a privilege to have, much like being a video gamer, where you have to pay $60-70 per brand new AAA game now, even $50 was pricey back then. You could also get a basic phone for calls and apps, also affordable, and then you could use the rest of that money for said PC. The solutions are there, tons of websites have payment plans too, to pay over time.
