Right now control will always be in negative, gotta subdue prisoners or do the receptionist job to keep it up.

Level 1, as all the levels do, have a chance of rioting. When it happens, you have to go through all the rooms on the floor and fight all the enemies off. You will see the status of Floor 1 will say "RIOTING ( n )", with 'n' being the number of rooms that have to be cleared. Once you bring that number to 0 (you fought all the rioters in all the rooms), the riot will end at the start of the next day (after you sleep).
If you mean "is it possible to stop the rioting from starting" (you probably don't - but like lategame Karryn, fuck it) then look to Edicts that reduce the rioting chance. Each floor has their own chance of rioting (implied by edict effect descriptions). There are Edicts to affect general rioting chance and some for per-floor rioting chance.
Adding pregnancy seems like a mechanic that would a big hassle to have to stop and take care of. It was in Melty's Quest; a tedious diversion from whatever the player was originally trying to do before the got pregnant. It sorta just. . . gets in the way.
Control is added to your order at the end of each day, so negative control reduces order. As was said, defeating prisoners and the secretary job keep order up. One of the titles you can get gives you +2 order if you have it equipped the whole day, so that's an option for you.
It is possible on easy difficulty to get to positive control, but it takes numerous edicts. I personally haven't tested on higher difficulties and don't recall the specifics to get there other than I cheated money via save edit.

you don have to fight at lvl2 or equip any control titles just upgrade some of the edicts which add you more control until you lower it to around 5 and do the reception job it give you about 5 control per day after some times and do not worry about your income even it is negative you can work as waitress for about 900 founds per day... recommended to manage to keep your order at around 80 or higher at lvl2 to lower the wave and inmate as possible in a battles and you can unlock the goblin edicts which give you 2 control and the thug edicts give 5% income from the bar job if you have already pick their path then ignore this. if not then keep thug and goblin while you are working as waitress and allow to drink, do not resist any desire let them be max and do not fix your cloth this will quickly lead you to getting gangbang repeats it few time will give you the passive that you need for the edicts, you can also kick some guard or inmate if the bar is full to keep space for thug or goblin.

the easy mode can turn the control to a plus number without title, I made to +2 so far. the warden mode can made it even with title, ie 0......the hard mode the best I tested is -1
all the edict have descreption, please read it, you are able to see the effect on give posstive control. most of these edict will add expenses or drop down the income, you have to make a choice.

How do you trigger sex during the receptionist job? the most I can get to happen is the goblin cumming on her ass, sometimes a customer will get alerted to her molestation but nothing else happens aside from the exclamation mark above their heads.

Having sex stuff done to you in front of guests might trigger the ! above their heads, that raises notoriety. The higher that is, the higher the chance of horny men will appear and make requests of you. Easiest way to raise it is to call up all the guests ASAP and take breathers while the goblins molest you, you're bound to get some ! at that point.
