As long as you're not playing on Prisoner difficulty, all you really need to keep in mind is: lower Order = more subsidies. So keep it low (just not so low that a random riot can end your game, so 25 is good) and of course avoid Edicts that increase your expenses. Nope, beating enemies does increase Order, which means it indirectly decreases income from subsidies. The main ways to get money in the game are subsidies, edicts and the optional bar job. On Warden difficulty, you shouldn't have money problems as long as you keep Order relatively low and don't spend on a ton of unnecessary things.That is the only way to get income ? I decided against taking the publish edicts this time around and it's a bit amusing because nerds can only sit there in terror. Enemies don't always run away after firing a single shot anymore, and you can start the game with sadism/masochism points. In exchange, everything else is harder to do.
