there is two title that gives passive +1 control, one of them have an active buff that gives +2. Just buy two +1 control edicts and having that title active, you can get 0 control in secretary mode right at the beginning (you start with -6 control). That lets you sit indefinitely in your room and stock money.
For warden & prisoner difficulty, there's a timer so you have to optimize your edict. Only buy things that are necessary, don't stack too much control edicts if not needed. Maintain low order for subsidy money. (keep around ~10 after 1st fl, and add 10 more per floor). There's enough days in the countdown to get enough money for your core upgrades.
I have done runs without doing bar job or building reception so sidejobs are optional. They are helpful if you are struggling w/ order and money but entirely skippable for beating the game. Maintaining low order for subsidy is the key.
