Use MEGAsync application to download by parts.
Emm, is MEga blocked in your country? Just in my country, download limited by 4 gb. And i have dinamic ip address, what allow change it quickly: turn off router, wait 1 minute and turn on.

Here the limit is just 1gb (900mb, last time I checked) and apparently it doesnt reset every day anymore.

The city corruption has no correlation with Lucille's questline. Check the quest log it will tell you what you need to do.
