I recommend downloading the specific ones you want via SteamCMD, since the game supports

I'm not running the game on mobile I do not have wifi but I do have mobile data thats why I'm trying to install the mods on my phone so I can move them over to my computer to use them

You can enable mobile hotspot on your phone and connect your PC via Wi-Fi to that and your PC will be able to use your phone's mobile data.

I unfortunately do not have a mobile Hotspot and have been trying to find a workaround for the steam mods I was able to fine one on their discord that had a manual download but unfortunately the mods I was trying to get got taken off the steam sight because the author is taking a break and apparently they do this and put them back up when the author returns so I have till then to find a workaround
