well, depends on your preferences. If you like more smoother animations then second option is your choice. But, in anime style vids it's always a compromise
just check both options

Is there a way to make the interpolated vids work on iPhone? They can be linked to iTunes but the picture doesn't show up.

I guess you need something like VLC, but I never had iPhone and don't know which media players are good for h265 there
