You can try to download file by using different internet browser, you can also look in antivirus activity log and/or in antivirus quarantine box, to determine if antivirus have tempered with your downloads and then either pull out file from quarantine, or make a web site exception, or just for moment turn off antivirus before your download will reach 100%
VPN allows you access by IPS blocked sites, it won't help with your downloads getting stuck.

hypnosis comes in two forms. The way you just described and in mental corruption: where the hypnosis itself is a corrupter that opens women up the the influences that corrupt them. It can facilitate corruption not just skip it. Depends on how its deployed and whos writing it.
yeah I prefer hypnosis when its more of a corruption aspect than a control aspect. i checked the CHKDSK and it said its status was ok. I just tried using different hosts and same reaction. I'm just trying disabling anti virus for a bit and unfortunately still not working other than everything is a fair bit slower and my mouse is bouncing everywhere now... which is worrying me. i have no idea how to check or improve the internet connection at the moment, plus other downloads finish almost instantly when at 100% tried a few small (below 600MBs) all worked fine and a few similarly sized files to this and most of them worked fine.
Check the settings, Play Options, make sure the top three boxes all say naked. Enable all the other effects that you want.
