I've never gotten this far with the admin myself, but I think it's a policy (in that same menu in the CEO office with all the business policies like uniform stuff or increasing the number of employees), not an event.

You can hire your aunt to work on your books on tuesdays, but as far as i remember she does not show up. But as with Nora i have a trick for hiring her - first you hire them for your stripclub, there you can offer to hire them at your company.
Tristim, LZ_Starbuck, Trollden I was wondering. Have you been asked or considered adding costumes to the game like bunny girl or cow girl theme clothes? Like for instance I wanted to make the Police chief look like a police themed stripper before realizing I couldn't. Or at least not to level I wanted

Adding new clothes is a whole complicated thing, because the clothes you're seeing in the game now is flat, prerendered images, a different image for every pose in every body type. That means I think probably like over a hundred renders for each article of clothing? Not sure of the exact number, but it's at least dozens. There is someone working on new renders, but I think it's mainly focused on reworking and improving the images of the clothing items that are already in the game. Who knows if they'll ever finish that, let alone get on to new stuff.

Rebecca is an automatic hire after she's moved into her own apartment and completed her CPA course. An event will occur where she mentions being turned down from multiple jobs, in which you offer to hire her part-time. There's an obedience check, but I'd have to look at the code to see what the threshold is.
This event has 2 primary requirements
- Rebecca must have moved out
- Her obedience must be 120+
You need to complete Kaya's storyline up to her threatening to leave. This is when MC offers to hire her as an intern and unlocks the ability to hire more through Nora.
The ability to hire interns are unlocked from the following in Kaya's love plotline:
- Her love must be 40+
- She must be at her job (as a barista)
- You had a first date with her
- Nora has sponsored her for Kaya's med program
- You must have had the residency talk with her (this segues into the internship)
This is a random event out of a pool that has a chance of being selected. I believe there's also a requirement for you to be at the business as a prerequisite (I'll need to check the code later to verify).
Keep in mind that there are dozens of events that could potentially occur, including story events. It's not uncommon for some events to take awhile to trigger, of at all.
There's two events that can trigger regarding an employee asking to have a family member hired:
- If the daughter is employed
- The employee needs to be under the age of 34
- The employee cannot be unique or a clone
- The employee's mom cannot be introduced prior to this event (i.e. don't run into them naturally)
- You must be in the office
- You must have an open slot within the business
- If the mother is employed
- The employee needs to be 34 or older
- The employee cannot be unique or a clone
- The employee must have children that cannot be introduced prior to this event
- Any kids that you have with the employee are ineligible as well (regardless if 18 years in the game have passed)
Did you have the event where Penelope - the city rep - expressed desires to go topless? Are you on the most recent version of the game? The event with Penelope has a 10 day delay, so if you recently convinced her to wear a slutty outfit it'll be awhile before this triggers.
The policy is also split into two under "special policies". Topless has the above mentioned requirement, but nudity just requires the topless policy. If they're not showing up you might be on an older version where it hasn't been added yet.

To add onto this:
The clothes can still be rendered as a 2D layer rather than spending time modeling all of the clothes on the 3 body types. However, Starbuck's experiencing in doing this - Christine's cop outfit - was a massive hassle and lacked the consistency in lighting. Having a public library with the 3 base nude models would streamline the process, but I believe this would require some rework on the backend with how the outfit manager is handled.
Either way, it's a huge pain in the ass for all parties because Ren'Py wasn't designed for this level of customization.
