when you go from tier 1 serums to tier 2, you have the option for Stephanie to either reach out to Nora, which ends up unlocking the school, or you can just purchase a prototype. Purchasing the prototype i believe keeps the school locked unless there's an alternate way of opening it for you.
If you go the prototype route, Nora takes notice of the MC's progress and makes contact herself. Don't remember how long you have to play, but university is not permanently locked. From there you progress Nora's quests too unlock her serum traits.
and about ashley ? i can't do nothing except for kiss and finger, i read the event to unlock further action is random and you have to be in your office but she just came one time to have sex, there's nothing else i can do ?
You have to wait. Give her some serums that increase obedience and lewdness and there will be some events to change things over time.
If there's some event that prevent the dates from happening, they will occur the following week.

As others have said, the easiest way is to reach out to Nora when you're unlocking Tier 2. Other events I know of that involve the school are study sessions with Kaya (the replacement barista after you hire Alexia) and Erika (the gym girl), or tutoring the boss's daughter Emily. But I never tried to do either of those without the school already being available, so I don't know if the school needs to already be unlocked for those to trigger. I don't remember any of Lily's taboo break events involving the school, but I might be remembering wrong.
I think I found the bug preventing the strip club storyline from triggering: in the attached screenshot you can read that I can not blackmail Gabrielle and I have to find out what she does at night, but instead I can blackmail her and I already know about her job at the strip club.
I raised her obedience and went --> blackmail --> demand etc. I know there are other ways to find out (searching her room and/or wandering the streets to find the strip club and then confront her about her being a stripper...) so maybe the path I used blocks the strip club storyline? Is there a way to check if Gabrielle's conditions are met and change them?
