I think the problem actually is that when the partner is too slutty, she will offer a shortcut to "find someplace quiet", instead of giving you the choice to fuck in public. It is expressively so when flirting and implied when groping.
I actually took a look at the spaghetti code for groping and the problem is that once effective sluttiness is 80 or higher she will no longer have patience to let you grope her, and instead will give you the ultimatum to fuck her in private or stop touching her.
If you want to disable that feature you just need to increase the number 80 to something higher like 800 in row 39 in \game\general_actions\interaction_actions\grope_descriptions.rpy :

20% of the time this event leads to her breaking up with her SO.
25% of the time it leads to her haying she had a fight but staying in her relationship.
And 55% of the time she looks at you like she's going to say something but doesn't.
You also appear to be correct that it's just a mod thing - the specific line "[the_person.title] looks at you as if she's going to say something, but instead just waits for you to talk with her." only appears in a mod-exclusive file.
