That depends on the version of the game you're playing. Not everyone updates to the latest version as soon as it becomes available, some prefer to stay with a particular version for various reasons. That is one of the biggest problems when trying to answer questions for other players, not knowing which version of the game they play and/or whether they're playing a version with additional mods installed. But regardless of game version, that's just one of the many story progressions that simply haven't been written to completion yet. *shrug*
It's part of the Downtown hub, Vandenberg Ltd Lobby, though Jennifer won't appear amongst the list of NPC's at that location until you go to the Reception and ask to see her.
Please do try to remember that the game is far from complete and there's a lot of storylines that have yet to be written to completion and are, therefore, impossible for the player to complete!
So about one month passed,our MC still be a favourite-fearless-fuxk-forever superman.

Latest release without mods? Do you mean the original Lab Rats 2 game created by VREN? If so then that's never going to be updated any more as VREN has abandoned that game.
I reached a point where I have enough obedience to progress Ashley's story progress throug hserum, but the option to make her give titjob is not available. Do I need to increase her actual obedience?

Are you sure? Every taboo restore usually deducted -20 obedience from her.. titfuck req is just 120... and you need to be at the office during afternoon. Also, after first trigger, you can demand them by talking to her at work.

Yes. If you go to the Vandenberg company (one of the locations attached to Downtown), you can ask the secretary to get your mother.
No idea if it resets her path. In my current game her lust path just stopped progressing at some point, so I asked her to quit and hired her at my company, although the discussion about being the personal secretary never came up, so she's just in HR now.

Once you've unlocked the Personal Secretary Policy you should have a new option to appoint your Personal Secretary which allows you to select the employee you want as your Personal Secretary. So long as your Mom is already employed at your company you'll be able to select her as your Personal Secretary.
Not sure if this is the intended way of getting your Mom to become your Personal Secretary but, so far, it's the only way I've been able to discover. *shrug*
From older versions I played, you were also able to directly appoint her your personal secretary through her story, but only if she fails the promotion.

Starbuck promised a test branch dropping soon.. So ETA prolly new year. Her test branch is really usually means a new game everyday for testers mostly XD, then it got merge to dev branch which means new game everyweek, then stable release once we survive the weekly restart.

The key phrase in your comment is "older versions I played" which is why, a few days ago, I said:

Many players will stick with a particular version, usually because it's the most stable version for them or because they just don't want to start over yet again with the latest new version (along with many other reasons) but so many things change between versions that it's literally impossible to give 100% accurate information about how to complete any specific event/quest etc. The best anyone can do is pass on what worked for them or how they completed a particular event/quest/whatever etc.
It may be that to appoint mom directly as your personal secretary requires a very specific way of progressing her personal story, or that particular part may simply have been changed/removed for some reason. Heck, for all I know I could have messed something up somewhere and not even know that I've messed something up!
