keep researching the one you have, should be a tier 1 compound, up to level 5 mastery if I recall correctly, and hire the southern IT girl when you get the chance. Not totally sure though, I never paid the guy much, as soon as it gives me a chance I write the code myself. Your intelligence, research and focus skill must total at least 15 to get that option.

Ah, I see. I think Penelope's last name is randomly generated, that's why I didn't recognize it. To your original question, it's not possible to hire Penelope as far as I know. The "offer to hire her" option during the inspection is just a linear exchange of dialogue that has no way to end in a positive outcome. That's how it is as of the latest AiO, of course. Whether they're working on developing that, I can't say.
I think it would be fun if you could hire her to the position of "legal advisor" or something like that. The new city administrator would be a randomly generated character, and you'd get a bonus to seducing or intimidating or corrupting her based on how high Penelope's stats are (and then you could also hire the new random administrator as many times is you like, but only have one legal advisor at a time).
From a quick glance at the code, it looks like you need to complete both weekend date events. If that sounds like something you've already done, give me a screenshot of her Story Progress page and I'll see if I can figure anything else out.
I was stuck at this stage as well, found this code from git. It depends on her obedience, so get her > 180 obedience and her remaining actions will pop.

the placeholder event continues to vag sex and additional obedience gains. The event didn't pop for me the entire day of working in the office until the Evening. The next time you initiate sex, you get the rest.
The university is unlocked by your researcher Stephanie as part of unlocking tier 2 serums. The police station, jail, mayor's office, and city hall are currently not locations that open up for the player to visit. If they will become visit-able locations in the future, only time will tell.
Weird. I already had 180+ obedience on her, but the event never popped. I just restarted the game later and had vaginal and anal available with her without ever getting that event.

There are a couple ways to end up visiting the police station, rogue bimbo savior being the most likely.
It'd be nice if they'd have a switch or way to just auto-finish some of the events, because while it's nice to see new events, it can be a pain (and boring) to have to redo all the old content.

As someone who makes liberal use of the CTRL button for the generic sex scenes, I wish there was some kind of "seen this before" mode where the dialogue or descriptions just didn't appear at all. As a toggle, of course, I don't skip it every time.
