when you go from tier 1 serums to tier 2, you have the option for Stephanie to either reach out to Nora, which ends up unlocking the school, or you can just purchase a prototype. Purchasing the prototype i believe keeps the school locked unless there's an alternate way of opening it for you.
If you go the prototype route, Nora takes notice of the MC's progress and makes contact herself. Don't remember how long you have to play, but university is not permanently locked. From there you progress Nora's quests too unlock her serum traits.
and about ashley ? i can't do nothing except for kiss and finger, i read the event to unlock further action is random and you have to be in your office but she just came one time to have sex, there's nothing else i can do ?
You have to wait. Give her some serums that increase obedience and lewdness and there will be some events to change things over time.
