You've shown me the way, comfy backend is so much faster than forge (at least for what I'm doing). It brings down image gen time from 12 seconds to 5.5 seconds for me.
I think the only city officials in the game are Penelope (the one who comes to your office when Attention gets too high) and the cop, so I think you just need to corrupt those two as much as possible.

Its generally best not to corrupt the cop until you get the trigger to for the public nudity/sex quest from the visiting official Penelope. Though the game has a built in cheat it can and does fk up triggers
It will probably trigger the visiting officer will suggest you corrupt the cop drop her corruption in the cheats see if that works (the police woman) the ability to change the condition appears in the company policies and has to be initiated by you
