As far as I know it is not about public sex, it is about slutty work uniforms/not wearing anything. When using the trance on the city rep there is on the right side an option to let her wear slutty clothes. Give her slutty clothes and some days later she should get a "quest" where she complains that she can not wear even sluttier clothes, then you have to corrupt the cop lady and it should work out.
i already unlocked public nudity policy, but there are also two policies about public sex, minor and hardcore, i unlocked minor sex acts policy, but i CAN'T unlock hardcore sex policy, to not get arrested for public sex
