i had the same problem of the game.exe file not running, i fixed it by renaming anything that was in japanese to english and it works for me now.

Also - I extracted game with japanese encoding set in winrar and every RTP is installed

Was wondering why the game isn't working...
Then I saw that post saying change anything that's in japanese but beside the folder the game is in nothing else is.
People said moving the folder, and guess what, it worked when I put it directly in C: (So game is located in C:\Game)
Dunno why it won't work when I put it on desktop lel.
