Games are optimized for this steam deack you are talking about. Some games even from steam will not even work on steam deck, they just started optimization from most wanted games.
The game is just poorly optimized. I get single digit frame rates in some areas. I get 60 fps in DOOM 2016 and even games that are not verified for the deck like Fallout New Vegas run at 60fps. It's not the deck but the game, it has performance issues even on my 3080.
Now that is intriguing, I run the game on a GTX 1070 and I don't notice any performance issues.
What issues are you seeing on the RTX 3080? cause I'm looking to get a laptop equipped with a RTX 3080.

gt1030 low config no problems, not raising because play for story not for quality and like this game even with it.
And about optimization, some Devs just go for it to max, and some of them just to get steam deck users optimize game for it.
And for 3080 to have any issues with this game.
1. drivers (95% chance you got it, just try other versions
2.OS problems, viruses included, miners, etc
Also to have good performance not alway need to have top hardware, also need to config it (boost)
Try to change, update or downgrade to old drivers, that should fix your problems.

This has nothing to do with drivers or OS issues. Its the fact that the game is poorly optimized and its common in small indie games that use Unreal or Unity because they think they can take the engine and just use it without actually coding properly. The game has massive spikes in render time just looking through doorways or walls because they don't preforming proper culling I believe.
The steam deck doesn't need to be optimized for, its running standard PC hardware. What the developer needs to work on is Linux support if it wants to run native but even as a windows app you have applications like Wine and Proton to make it compatible. The fact that its running Unreal Engine makes high on the compatibility since its a very popular engine.
BTW Carnal Instincts runs better than this game and its Open World, also supports proper resolution options.
It runs well enough for something made by presumably single dev but even if it's a small team, it's still not something one should expect while game is still being developed. Optimization is done once the game is mostly finished, not while not content is being added.
As a side note I really appreciated all the threesome stuff in the new update, I hope dev expands impregnation mechanics and maybe adds something like switching where you cum at the last moment (similar to hold out but instead you click to reach a target and then MC pulls out and quickly cums in other girl that might not be on a pill/be on fake pill or says she doesn't want you to cum in her) and maybe also option to cum in both girls or if scene involves one girl watching or something else then where maybe other girl gets some cum in mouth and other gets creampied. Regardless how he does it, good job if you are reading this, not many 3D porn games out there I actually enjoy playing and waiting until next update.
Also please consider adding stomach bulging, even as an optional thing and pills to make MC dick larger.

Do you have a camera? You should have been given one, but maybe somoene else took it or you have one set up in one of the other 2 bedrooms, if so buy 2nd one from the shop.
