I never really understood why the big companies like Nintendo, Hasbro, and Games Workshop make such a big stink over fan work. If the person making the fan work was doing it for profit, that would be one thing. But if it's simply a non-profit labor of love, then why bother?

Because at the end of the day you are using their ip without permission, in most cases a big no no, regardless of the developer, some developers/publishers simply do not care as long as you are not selling those works, in the case of nintendo they most deal with kids and young adult games, or at least that seems to be what most of them are aimed at so porn is a big no no, especially porn with no permission to use that franchise.

In many cases it will also depend on the rating of the game and just what the fans have done, but at the end of the day, pokemon are animals smart animals but still animals, which implies or outright states that it is bestiality, a very big no for may game developers or publishers.

Check the flash screen at the start of the game.
In the bottom right corner is a version number.
Does this say 0.20 or 0.201?
If it says 0.201 you should be able to "Explore" in Cerulean City & find the road north.
If it says 0.20, I am guessing you used the update patch.
I found it didn't work properly.
If you download the new version of the whole game, it should be fixed.

I did Chek mine but I still cannot pass route 24 please help

Biggest problem will probably be getting your hands on the assets. Can't seem to find them anywhere, so I think the dev might've made them from scratch.

yes, dev made them from scratch. some of the 'mons look better than anything of the originals i've seen from notendo. but, dev was threatened with C&D and whatnot and decided it's not worth it. in the long run, it's really not, even if that may have been some notendo whiteknight who has nothing even to do with the company.. the stir caused would have the company attention and then it's a court game of time and money and efforts and more money you know the rest. that threat may have come from some faker. some of them actually got themselves into lawsuits for acting on notendos behalf. still. that snowball uphill always causes some avalanche.
so, dev decided to not have the assets floating around, for see-above reasons, too.
well on the upside, his new game in the works and well, own assets again, sadly no 'mons, that's off the table, but maybe you like goblins?
