Because at the end of the day you are using their ip without permission, in most cases a big no no, regardless of the developer, some developers/publishers simply do not care as long as you are not selling those works, in the case of nintendo they most deal with kids and young adult games, or at least that seems to be what most of them are aimed at so porn is a big no no, especially porn with no permission to use that franchise.I never really understood why the big companies like Nintendo, Hasbro, and Games Workshop make such a big stink over fan work. If the person making the fan work was doing it for profit, that would be one thing. But if it's simply a non-profit labor of love, then why bother?
In many cases it will also depend on the rating of the game and just what the fans have done, but at the end of the day, pokemon are animals smart animals but still animals, which implies or outright states that it is bestiality, a very big no for may game developers or publishers.
